What We Do

SHEPRA has a plethora of experience in the requirements and acquisition arena from establishing a requirement to contract close-outs. Depending on the Government or Commercial needs, SHEPRA provides support by: assisting in creating the initial concept/requirement; developing action plans with completion dates; creating the statement of work or performance work statement; establishing independent Government cost estimates; providing market research on commercial goods or services; responding to concerns about the requirement package from the client’s contracting officer or management; providing advice to the Government Technical Evaluation Team; offering solutions to gain concurrence from their legal department; providing options to contract types; creating rationale to exercise option years; weekly status reports; etc. SHEPRA staff has the program experience to provide charge card management services, independent acquisition audit/reviews of contracts, organizational development, acquisition training, and assist senior level program managers in developing and creating policy-by gain approval for that policy through the most complex approval processes.


SHEPRA routinely conducts Business Case Analysis (BCA) and provides options that outline risks, constraints, sensitivities, estimated costs to implement a change, and the resulting savings to the Government by making the proposed change. Depending on the recommended proposed action, SHEPRA provides support by creating: Program Decision and Approval Documents; reporting/providing solutions to diminishing manufacturing surges and material shortages; industrial base risk analysis of DoD weapon systems; providing options to resolve downstream parts or raw materials delivery issues; establishing return on investment; supply chain simulation models; monitoring progress by creating milestones, action plans, weekly reports; etc. In addition, SHEPRA routinely assists our clients with risk analysis, program support, providing Information Technology (IT) support, data mining, IT analysis of volumes of data, and industrial supply chain study support.


Industrial Base / Industrial Base / Supply Chain Management- conduct market intelligence, business case analysis, and value stream mapping. Develop and implement strategic solutions to assist our clients by formulating and presenting workable options to difficult long-term issues.

Operational/Administrative Business Support Services –All phases of program or project management, from planning to closeout.  Operational/administrative business support services in order to carry out program objectives. Other activities related to carry out client program objectives.

Decision Support & Survey Services – using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings. Facilitation and related decision support services.


Acquisition Management Support Services – pre and post award acquisition planning, market research, recommending procurement strategy, researching/creating independent government cost estimates, and the development of Statements of Work (SOW) or Performance Work Statements (PWS).

Program/Project Management Services – manage projects, strategy formulation, process development, business policy and regulation development assistance, research, evaluations, studies, analyses, scenarios/simulations, reports, and subject matter experts.


 Composites Technology- aerospace OEM experience with carbon fiber/polymer matrix, ceramic matrix and metal matrix composites in the aspects of design, analysis and manufacturing / ManTech. Materials systems: Woven Fabric, UD tape, Sheet Molding and Bulk Molding Compounds.  Fabrication Processes: Hand lay-up / Vacuum Bag, Filament Winding / Braiding, Pultrusion, Autoclave, and Resin Transfer Molding (RTM) and Vacuum Assisted Transfer Molding (VARTM).

Conventional Manufacturing- experience in the implementation of conventional manufacturing processes such as CNC machining /milling, coordinate measuring machine (CMM) processes, lean manufacturing (six sigma and lean Kaizen), and cell manufacturing.

Operational Analysis- aerospace OEM and DOD experience performing modeling and simulation of production work flow and supply chain processes.

Additive Manufacturing – aerospace OEM and DOD experience in R&D of new materials, AM system design and implantation of AM with respect to policy & procedures, technology, and economic considerations.

Materials Engineering – evaluate materials and processes to support design and manufacturing. Provide Materials Review Board (MRB) analysis and justification to support production programs.


Electrical/Electronic Engineering – analog and digital circuitry, common communications protocols, electron and microwave tubes, and technical documentation packages. 

Environmental Program Support – planning, analysis, environmental assessments, and studies.




Information Technology Professional Services – Includes resources and facilities management, database planning and design, systems analysis and design, network services, programming, conversion and implementation support, network services project management, data/records management and Geospatial systems and analysis.

Strategic Planning for Technology Programs/Activities Services – the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement.
